Short answer: price the panel separately

A low headline VPS price does not establish that Plesk is included. Before checkout, identify the exact product class and license line: IONOS says Plesk is an add-on for VPS while its free Web Host Edition statement refers to value dedicated servers; netcup says its Plesk licenses can be added to virtual servers; OVHcloud lists separate monthly license options and says its panels are unavailable on Local Zone VPS. Check the license before you order

1. Choose the VPS location and product class first. At OVHcloud, check whether the location is a Local Zone before budgeting for a panel, because the page marks Plesk unavailable there. [A]
2. Open the license row for your chosen edition and record the displayed currency and tax wording. Do not compare SGD excluding GST with EUR including VAT as if they were the same checkout amount. [A] [C]
3. For IONOS, separate VPS from value dedicated servers. The reviewed US page says the VPS license is an add-on and its free-license wording applies to dedicated servers; the amount is not shown on that page. Check the order screen for the VPS price before committing. [B]
4. For a preinstalled IONOS Linux VPS image, follow the provider’s licensing step: its help page says to generate the Plesk license key in Cloud Panel and enter it in Plesk. An image choice alone is not evidence that the license fee is zero. [D]
5. Add the recurring panel license to your own VPS quote only after confirming whether the selected server bundle already includes it. This page does not calculate a VPS total because the license scopes and base plans are not held constant.
